Typically, such a PC issue deals with a corrupted registry. This registry could have gotten corrupted from a Windows computer virus, a failed Windows update, a failing program or another errant Windows problem.
I don’t expect you to back up your registry and then start tweaking it as if you just became a Windows hacker for this install / remove program PC issue.
